I made this for my 6-year-old daughter, her head measures 21 inches around. All sizes are listed above. Now for the other sizes, use this pattern below, but use a different hook size and stop at the length that is listed above. Then add the band the same way as posted below, but with the band just go a size smaller on the hook size.
